The website you’re referring to is called “Philadelphia Election Results, 1992-2008″ and it contains 4,109,813 records — all Phila election-related. The software that runs it is the Kaleidocade Indicators Framework (http://www.avencia.com/kaleidocade), which enables the visualization and analysis of large data sets.
