Two thoughts on this: 1. I wnoedr if Armenia is running out of people who CAN get visas approved? So many people have a relative who has overstayed a tourist visa, it is really tough to find those few people who are eligible. 2. Armenia also (I think) has the largest number of outmigrants to Russia.
